The Otay Reservoir riding area generally consists of Upper and Lower Otay Reservoirs, the Otay Lakes County Park and extends up to include Otay Mountain in the southeast. Posted plans suggest that this area will eventually be combined with and formally connected to the Otay Valley Regional Park which will permit unhindered riding from Proctor Valley all the way to the ocean.
The Otay Mountain has a few dirt roads, abandoned artifacts and interesting spurs to explore. The Upper and Lower Otay Reservoirs are encircled by primitive trail networks that are frequented by cyclists, runners, hikers and families. The lower reservoir features a popular marina that boasts a concession stand, boat launch, kayak rentals, etc. The lower reservoir is also home to the Elite Athlete Rowing Center. The county park features a small trail network, disc golf, play ground, and a pleasantly shaded picnic area.
