The volunteers behind the Victory Hill Trail Club manage trails in a private forest belonging to the Vermont Trail System. Open seasonally for public biking and backcountry skiing, and year round for hiking . The management of the host forest is guided by a professional Forest Management Plan striving to integrate responsible forest management with sustainable recreational trail use.
Between 2019 and 2024, a protracted legal controversy over the State of Vermont's opinion that Victory Hill trails needed an Act 250 commericial development permit, jeopardized the future of public trail use on the land. Act 250 is a rigorous permitting procedure which helps protect Vermont's land from environmentally harmful development projects which significantly disturb the natural environment. The imposition of the law, in this case, would have caused the landowner to decide to close the trails, rather than be punished for offering this recreational opportunitiy free-of-charge to the public.
After an expensive five-year-long, legal appeal of the controversial Jurisdictional Opinion, the State Natural Resource Board has graciously agreed to discontinue its' legal action as long as the club's actitivities, going forward, are non-commercial and the physical footprint does not trigger Act 250's physical disturbance threshold. This major settlement assures the survival of public recreation on Victory Hill.
