      Victory Hill Trail Club manages trails in a private forest belonging to the Vermont Trail System. Open seasonally for public biking, and year round for hiking and skiing.

      Derived primarily from logging trails, sometimes maintained by volunteers and a summer youth crew funded by grants and donations.

      A jurisdictional opinion issued by Vermont’s Natural Resource Board alleges that the trails needs Act 250 permits. Act 250 is rigorous permitting required for commercial developers. Act 250 partially protects Vermont's land from environmentally harmful development projects. Our bike club and the host landowner prioritize land conservation and natural habitat protection. All trails are guided by a professional Forest Management Plan which strives for the integration of responsible forest management and sustainable recreational trail use.

      Act 250 jurisdiction jeopardizes the future public use on our trails. Vermont's Natural Resource Board (NRB) has worked with other State government actors and Victory's infamous select board to single out Victory Hill Sector for Act 250 Jurisdiction. If Act 250 review is ultimately declared on the trails in the future, the host landowner will close the trails to the public and use them for logging. Act 250 is a permanent and onerous battery of permits, and its' imposition on the trails would effectively punish the landowner for offering recreational trails to the public.

      Until this issue is resolved, public trail use is allowed. provisionally.

      Our club recommends that visitors drive to Victory Hill via Gallup Mills or Route 2 (see map) to avoid disturbing our neighbors on the class IV Kirby Mountain road.

      ALL RIDERS MUST FIRST CHECK-IN at the Trailhead Office at 2428 Victory Hill Road AND sign a waiver. (see map). Failure to sign a waiver BEFORE riding results in loss of trail use privileges.
