Has this always been marked as hiking only by the CRD, or is it a recent change?

As far as I’ve seen it’s been hiking only since June.

A uniformed park official told me to get off and push my bike from the parking lot to the start of Partridge Connector the last time I was there. He said Durrance Lake is CRD and Partridge Hills is Provincial. Different rules for the two parks. The Partridge Parkway (gravel road along the north side of Durrance Lake) is walking only. There is a small "No Cycling" symbol on a post on the right as you leave the parking lot. I had never seen it before.
