This was closed for two years to the public to move wind turbines through to Mill stream, they widened the road and graveled it making it great for beginners once the links around it are sorted out. One link is planned from Spicer botanical park to this area.
You can use the Te Ara Roa and create an easy loop

What's the state of this road. Could yo get from Ohariu to Broken hill on a road bike?

The road is mainly gravel and tarmac. the steeper sections being tarmac and flat bits being gravel. Probably quite manageable!

I did a circuit from the went up Broken Hill Road till the Trash Palace, opposite there is a another building called the Poly Palace, behind which a shingle/4x4 track leads up to the Victory Link which takes up to the start of the Turbine Road. " This part of the track is OK for CX bikes/perhaps fatter tyred Roadies, as I did it on an MTB with Hybrid/city tyres (80psi). there is grass on the track and a couple of wet areas." From there Turbibe Rd takes you all the way thru to Ohariu Valley Road, It's bitumen on the steep parts and gravel ever where else.which can take you all the way back to Johnsonville. I did the circuit from the Lower Hutt thru to Porirua then back thru J/ville up and over Stewart Drive and either down the gorge or go MTB down Wakely Track and home. Excellent ride
