U.S. Army Corps of Engineers — Wilmington District

The U.S. Army Corps of Engineers (USACE) Wilmington District is responsible for a broad range of civil works, water-resource, environmental, navigation, recreation, and engineering programs across North Carolina and south-central Virginia. Its responsibilities include managing five multipurpose dams and reservoirs, navigation infrastructure, flood-risk reduction, hydropower, environmental stewardship, and public recreation.

For mountain biking and outdoor recreation, the District manages public lands and recreation facilities associated with several major reservoir projects, including W. Kerr Scott Reservoir, Falls Lake, B. Everett Jordan Lake, Philpott Lake, and John H. Kerr Reservoir. W. Kerr Scott in particular supports an extensive mountain-bike trail network, including the Dark Mountain, OVT, and Warrior Creek riding areas.

The District works with local clubs, volunteers, and recreation partners to provide and maintain sustainable outdoor recreation opportunities on these public lands.
