Create and enhance mountain biking opportunities in North Idaho by:
(A) educating trail users about safe and responsible trail use;
(B) educating the public about the values and benefits of mountain biking;
(C) educating the public about the value of open space and natural resource preservation;
(D) promoting appreciation of and care for public lands;
