This is a gravel road which runs the entire length of the Williston Levee. There is a parking area near a Corps of Engineer building with a sign explaining the levee. It is open to non-motorized traffic. Not sure about horses. It is a nice walk with plenty of birds and great views of the rivers. Good fishing access as well. This trail links up with the Williston paved bike path at its Eastern end.
