I haven’t ridden the American Legion trails but I have ridden basically everything at the Tioga Recreation Area in Cohasset, Mn. Being a Minneapolis native I have ridden damn near everywhere in the state (MSP, Duluth, Cuyuna, Chisholm, Grand Marais, Tofte, Redwing, etc.) and personally have the Tioga system as the current reigning champion of the Iron Range and my favorite trails to ride alongside Duluth ( they’re both different and good in their own ways).
