Not all users have permission to do bulk trail reports. Bulk reports let you update the status and conditions of all the trails in a region in one fast form.

Anyone that has any of these region permissions (add,edit,admin) in any region can do bulk trail reports anywhere.

Or if a user is specified as an "official trail reporter" on a trail, they can do bulk trail reports.

BUT if the user has 2 'trust score' they cannot do bulk reports, even if they meet above criteria.
