It's still open. You can ride it, just not in inclement weather. If it rains (or, conversely...if it's BONE dry), Dodger isn't the best.

What’s the exit like? Is it easy to get back to Pipeline road?

The exit drops you into a green doubletrack trail which winds all the way back around to basically where you started. Will require legs to get back up to the parking area.
