Forks of the River is a Wildlife Management Area. This means all interior trails are closed to Mtb usage. The Whaley trail was built outside a safety perimeter and is open year around, even during hunting season. The trail starts at a parking area on Burnette Creek Road. Around the gate and down a gravel doubletrack with a few short climbs the trail intersects another gravel road. Stay right and the trail wraps around the edge of a field where it turns to singletrack. The trail follows the French Broad River downstream, Several intersections with the Bluff trail make it seem confusing so be careful to stay on the Whaley trail at each one.
