Meadow Ridge is basically a forest road that connects FR 13 to itself. You have to take it in some part to get to either Meadow Singletrack or Cedro Singletrack. It's actually a challenging little climb to get to Cedro (actually a bit of a challenge to get up to Meadow Singletrack too; just shorter, but pretty steep and rocky), with some pretty steep terrain and rocky challenges to get the blood pumping.
